Robert E. Milligan was the first Black Kentucky State Police Captain. He was born and raised in Somerset, KY. He is a 1965 graduate of Somerset High School.
As a result of his graduation from the State Police Academy in 1976, he joined the state police and was promoted to sergeant in 1985, lieutenant in 1988, captain in 1992, and major in 1999. In 2000, Milligan was promoted to Lieutenant Colonel and retired in 2003. Upon graduation from the University of Kentucky and the Federal Bureau of Investigation National Academy, Milligan was named Director of Law Enforcement by the Kentucky Department of Fish and Wildlife Resources in 2006.
He is officially retired and resides in Georgetown, Kentucky with his wife, Cynthia (Gaines) Milligan.
